HANDYPERSON PROGRAM

PROGRAM DESCRIPTION

This program provides eligible homeowners with exterior improvements to the home and property. All work is completed by the City's Handyperson Program Crew at no cost to the homeowner.

Eligible exterior improvements include:

• Exterior painting
• Installation of gutters and downspouts
• Replacement of exterior doors and screens
• Weatherstripping of doors and windows
• Repair of fences and gates
• Tree and scrub trimming

Program guidelines restrict the number of repair items which can be completed. Under the Handyperson Program, new Federal guidelines dictate that each home must be assessed for the presence of lead on the exterior of the dwelling.

Eligibility Requirements

Homeowners must meet the following requirements:

• Own and reside in a single-family house within the City of Redondo Beach.
• Have total household income which does not exceed the following levels:

Total gross income from all sources will be calculated for all members of the household who are 18 years of age or older and are not full-time students. Income from unrelated individuals residing at the property must be included. Income from those family members under 18 years of age who are more than half-time students will not be counted in gross income unless regular payment is received, such as child support, social security, or aid to dependent children.

Interest or income received from savings accounts, stocks and bonds, dividends, annuities, other real estate, etc. will be included in determining income eligibility. Income levels and program requirements are subject to periodic revision.

General Information

The program operates as follows:

• Homeowner submits completed application and copies of income, assets, and property information as requested.
• Homeowner meets eligibility requirements and then is placed on a waiting list.
• Program staff inspects property and discusses potential improvements/repairs with homeowner.
• Homeowner signs Waiver and Hold Harmless Agreement, and a Work Authorization and Notice to Proceed Form.
• Repairs are completed. Program staff inspects work through completion.
• Homeowner signs Notice of Satisfaction.

This program is funded by the City of Redondo Beach Community Development Block Grant Program and the City of Redondo Beach Redevelopment Agency.
